Handle bootnode restarts

Expected
When a bootnode restarts, the miners and nodes should be able reconnect to the new bootnode without restarting themselves.

This will be hard to solve without restart each node as DNS names are not feasible and no udp-router currently exists.

udptunnel + tcp routing might be an option - run udptunnel agents on each node to forward then set the bootnode ip to be 127.0.0.1:<forwarded port>
