Root cause + fix

Workflow .github/workflows/garra-routine-trigger.yml deduplicates by exact title match (in:title "garra-routine: <slot> UTC"), but every cron tick produces a different slot id, so the dedup never matches → fresh issue every 2h.

Fix shipping in companion PR: dedup against any open issue with the garra-routine label instead of by title. When one exists, the workflow posts a tick comment on it instead of opening a new issue. Labels are still ensured before either path.
