support rbac profiles that are charts for parameterization and easy sharing

Currently we just take in a group of manifests. It'd be nice for them to templated. That way an ops person can use the same profile for different dev teams and just substitute the name and namespace values. Most dev teams will have the same role attributes, just different names (which might correspond to team name) and namespaces (for their dev team to play in)

If we just want to take advantage of the templating aspect of helm, we can simply to use helm-template to render the manifests that we need.

We're also currently using kubectl to run the commands needed to create and patch the appropriate resources. Alternatively, we could run a local tiller and use it to install rbac profiles in the form of charts. That way the cluster operator can also use helm to manage rbac-profiles
