Enable virtual Host name for Chronos to enable Cluster on single machine


Standard scenario is to cluster chronos on multiple physical machines with difference hostname. 
To enable node binding feature on cluster with multiple nodes on the same machine, enable to set virtual hostname by LocalSettings.
