Add test cases for CLi parameter parsing

See #480 for an example of a regression in parameter parsing. 

**Describe the solution you'd like**
1.5 had a large refactor of the tests which cover the library well but not the CLI wrapper. There should be some test cases of the CLI specific bits like ensuring arguments are passed correctly.
