API enterprise app "Assignment Required" set to no?

I noticed while looking at the app setting this setting is set to "no", should it be "yes"?

I can't log on unless assigned, so not really sure what effect this has.

I've checked the identities that were setup for the GH build and they do not require Assignment. I would think that this would need to be an issue rather than a bug.
