Add Category to shared services

Need to be able to create various Shared services as links and display them in separate Tabs

Describe the solution you'd like
Add "category" property to Shared services, user could setup set of categories during setup of the TRE.
For example our client looking at those:

• Data
• Infrastructure
• Compute
• TrainingSupport

This has come up again. Think would need a shared_services_categories element in the config file. With a options of System, and Workspace. The UI should only show Workspace shared services when a user is accessing a workspace.
