Enable OpenID on Gitea Shared Service

We would like to enable OpenID for Gitea Shared Service. We can see how it's done for Gitea Workspace Service - using a workspace client ID and secret from the workspace key vault, but we don't have that in the core key vault.

Any suggestion?

It would need configuring in a similar way, but using api_client_id and secret from the config, rather than workspace specific credentials. Would welcome a PR.
