Provide development (and delivery) environment setup for Azure Linux

• For development, a replacement for ccf_dev container must be provided.
  • Currently agreed on Dockerfile based on AL 3.0 with required scripts running, similar to what we have in ci.yml
  • Also, add a devcontainer file based on that for easy development
• For users, app_dev and app_run alternatives (as dockerfiles) will be provided. They will build containers on their own.
  • They can be merged in the future, once cchost is removed.
