[BUG] Starting with DP8, cannot create packaged apps (MSIX / Store / Sandboxed) with the SDK

**Describe the bug**

Starting with Developer Preview 8, creating packaged apps which use the Windows MIDI Services SDK is not directly supported due to how SDK activation and central installation works. We'll need to create a framework package for the store to support this scenario. This may not make it for v1, so tracking here.
