[BUG] During initial discovery, service Protocol Worker does not update function blocks if any are missing names

Per the MIDI 2.0 UMP spec, names are optional. Current service behavior is incorrect.

Discovery should be considered complete and the function blocks complete, even if zero names have been provided.

Affects DP1-8+ and also the in-box post-NAMM build.
