This corrects the Multiple stig issue, Allowing additional STIG Rules to be applied correctly

Additional context
Locate the stig with dupes, Open the XCCDF.xml file from Archive that corresponds
to the stig,
The duplicates preceed the stig v- with the errors

What i have been seeing is that multiple IF --> this is a finding causes errors. Replace the first
"This is a finding" with "or" and it should resolve. May need to processes multiple times for it to
find all and fix all dupes.

This shows as
"MethodInvocationException: Exception calling "Invoke" with "2" argument(s): "Cannot index into a null array.""
When running Convertto-PowerStigXml.
