[telemetry] add telemetry events for all modules settings

Once 0.35 is released and the new approach to send settings telemetry is validated, add the same approach to all other modules.
The new approach has been added by #10328 and it applies to the plugin manager.

@jaimecbernardo I'm not sure if any telemetry was added for Find My Mouse, but we should place some priority on making sure telem overall is in place and measuring the insights we need for driving decisions.
