Steps to reproduce

• have a Windows 10 or newer installation with de-de (or other keyboard layout)
• install PowerToys in said version
• Check the hotkey is not Win + ? as it would be in en-us Keyboard layout
• other keyboard layouts may be affected too

sidenote: for best UX: it would good if a shortcut could be found that is not yet used by Windows or PowerToys that is the same shortcut for all keyboard locales.

✔️ Expected Behavior

for de-de keyboard layout the hotkey would translate into Win + Shift + ß which is Win + ?

❌ Actual Behavior

the hotkey actually directly translates from en-us to de-de keyboard causing a non consistent hotkey.
It results into Win + Shift + '

Can you elaborate the key facts why the long press Win key has been changed?
Personally found it very logical / practical to reside there and had no conflicts with use of other shortcuts like Win + E or Win + D, moving windows around with Win + Shift + Cursor etc.

@Karl-WE we ultimately want to transition shortcut guide to adopt a Fluent UX design as described in #890. From our investigations, long-holding the Win key presented implementation challenges and difficulties with code maintainability.

We opted to change the interaction to address this, but given the feedback, our team will work on alternative solutions to not be as disruptive to user workflows that were used to long-holding the Win key.
