Description of the new feature / enhancement

This is somewhat similar to already existing experimental feature i.e. FancyZones > Windows > Window behavior > "Move newly created windows to the current active monitor (Experimental)". The main difference would be that instead of opening windows on currently active monitor based on mouse cursor, the new windows would start on the monitor that they were opened from.

Scenario when this would be used?

I have multiple monitors connected to my laptop. Some of the applications I use e.g. VS19 or other IDEs or apps require longer time to start up. This feature would allow me to launch 1 or more apps on one monitor and while I'm waiting I could work on another monitors (potentially also in different W10 desktops). After the apps are started I could then come back to the first monitor and continue my work there.

I think no because I often work with different amount of connected monitors and usually open programs on different monitors than the last time. Also I want to open multiple instances of the same application and each on different monitor. This way I could open one instance on the first monitor and while the application is still loading on the background (no windows visible yet) I would move cursor to the second monitor and open second instance there (or different application).

I think this is hard as is it monitor with focus or monitor with mouse? Example. I do Win+R and type notepad but my mouse and prior app were on my secondary monitor. what monitor is it opened on? My primary?

I would say that in the Win+R case, the run window is opened on the monitor with mouse and then notepad will open on this same monitor ignoring mouse. Would that be possible?

What about when the app is opened via terminal? or from even PT Run? I think this may be really hard to get correct and predictable. Also in Windows, apps have a lot of control over how they move and react. Most so on startup.
