Description of the new feature / enhancement

This is somewhat similar to already existing experimental feature i.e. FancyZones > Windows > Window behavior > "Move newly created windows to the current active monitor (Experimental)". The main difference would be that instead of opening windows on currently active monitor based on mouse cursor, the new windows would start on the monitor that they were opened from.

Scenario when this would be used?

I have multiple monitors connected to my laptop. Some of the applications I use e.g. VS19 or other IDEs or apps require longer time to start up. This feature would allow me to launch 1 or more apps on one monitor and while I'm waiting I could work on another monitors (potentially also in different W10 desktops). After the apps are started I could then come back to the first monitor and continue my work there.

Supporting information

KDE neon offers similar functionality and I find it very useful.
