Steps to reproduce

1. Build PT in debug mode.
2. The run PT.exe and then run PT.exe a second time.

✔️ Expected Behavior

Settings window opens.

❌ Actual Behavior

After pressing ignore the settings window opens.

I didn't see this when building PT today from main.
Just saw what I filed in #15143

This is happening if you use the exe file to open settings window and not the tray. This has nothing to to with the build process.

@SeraphimaZ can you or someone else look at this. I worry that we have the bug in our next release and the start menu shortcut doesn't works as expected.

Looking at the code, this will only affect PT running in Debug mode. In release mode it will fallback to opening settings - General page.

Of course , we should fix it anyway..
