Steps to reproduce

Install (not update) a version that is not the latest.

Release notes from current version and earlier open.

This was expected. We went with a "minimum product" first. This is also a way to "show" what might be new in PowerToys if it's an older version and the idea is that this appears after users upgrade (which we expect will mean upgrading to the latest).
Still, let's mark this as an enhancement, it might make sense.

I see your point too. I think the word "expatiation" is relevant here.
