suggestion about the start menu shortcuts

Description of the new feature / enhancement

currently the shortcut in start menu runs powertoys in the background if powertoys isn't running and otherwise it opens settings
it would be better to have two shortcuts called PowerToys Settings and PowerToys Runner

• Do you have PowerToys running at startup?
• Are you usually starting PowerToys from the start menu?

This is by design since settings can be opened only from runner.

It was a bit confusing when I (and maybe some other people?) started to use powertoys because of this. and I sometimes want to opoen settings without powertoys running

@crutkas I am tempted to close this as won't fix since this is how PowerToys is designed and settings doesn't work without PowerToys running.
Does it make sense to keep it opened as enhancement?

I’d have everything routed through the runner chances are

also … actually most will work without runner. Like if I’m debugging launcher, I just directly have that as the set up project.

This would also be inline with the idea of a better systray flyout. Same same but different
