Steps to reproduce

Open PowerToys either in normal or admin mode, regardless if machine has been restarted or program has been reinstalled (including files being removed).

Below error is shown after launching PowerToys.

Similar case which was deemed as resolved under #11511 where that version 0.55 would fix it, but now since may have come back.

✔️ Expected Behavior

PowerToys opens as normal then use features such as being able to search for a program to open.

❌ Actual Behavior

Receive an error message stating: "Plugins: Program - fail to load and would be disabled, please contact plugins creator for help"

Additionally unable to search for any programs to launch such as Google Chrome, Edge, File Explorer and Settings.
