Description of the new feature / enhancement

Add the ability to drag/move the tool on the screen.

Scenario when this would be used?

I love this tool and use it frequently!
I use an ultra-wide monitor with windows split between two halves of the screen. The Screen Ruler tool opens in between them hindering minimize, maximize and close of the window on the left.

Good idea. Just looking at available XAML icons, but I find it difficult to choose the right one. I was hoping to use something with six dots, but that one is not available.
