Change colour of update reminder

Description of the new feature / enhancement

When a new update is available, the General settings page shows a reminder; but it's misleading and looks like PowerToys is up-to-date, even when there is an update available. Change the green colour to yellow when there is an update.

Scenario when this would be used?

to easily check whether there's an update available using colour cues.

When I got the 0.69.1 update, it showed a green color with a tick... i don't have a screenshot of that
