leverage duplicate of from Winget fabric bot rule

Description of the new feature / enhancement

winget has a few neat tricks, one being their duplicate of regex. this would let us use the proper github-ism for duplicates and the rule then can go in and close it.

I would suggest we wait for fabric bot to shift over to the YML syntax before we leverage this command.
