Steps to reproduce

Tested only on a 4k monitor but I suspect this happen across smaller resolutions.

1. Navigate to Welcome to PowerToys.
2. Select a menu option that uses a GIF as the header image i.e. Color Picker, Image Resizer.
3. Maximise the screen.

✔️ Expected Behavior

• GIF is fully visible so that the feature preview can be viewed.

❌ Actual Behavior

The header is cutoff rendering the GIF animation useless unless the window is resized.

The OOBE window shouldn't be resizable to avoid this behavior.
