[Shortcut Guide] When the taskbar autohides the guide doesn't show the numbers

Windows build number: [run "ver" at a command prompt] Microsoft Windows [Version 10.0.18975.1000]
PowerToys version: 0.11.0

Steps to reproduce

Enable automatic hiding of the taskbar in the taskbar settings ->

Press and Hold the Windows Key to show the guide, two scenario's can happen:

• If the taskbar is hidden, no numbers are shown
• If the taskbar is closing (because the ShortCut Guide is opening), sometimes a 0 can be seen but only a 0

Expected behavior

I expected two things;

• It shows the taskbar with the numbers -> so it unhides the taskbar so it can show the numbers
• It keeps the taskbar hidden but shows the program icons with the corresponding numbers -> so a lite version of the taskbar, instead of showing the full one

Actual behavior

One of the two earlier mentioned scenario's:

• If the taskbar is hidden, no numbers are shown
• If the taskbar is closing (because the ShortCut Guide is opening), sometimes a 0 can be seen but only a 0

Just a quick note -> Even when a programs holds the taskbar constanly open (the icon turns orange) if you press and hold the windows key to open the ShortCut Guide -> it will close/hide the taskbar and show the 0 as in Scenario 2

I've made a PR to not show anything if the taskbar is in autohide: #340.

We can try to disable the autohide on the taskbar:

param .lParam = 0;
SHAppBarMessage(ABM_SETSTATE, &param);

It works, but the animation takes some time and it does not look good.

Adding "lite" version should be easy enough though when the shortcut guide moves from using a SVG to software-generated content.

@bzoz nice PR but it's not what I expected, as I mentioned in the Expected Behaviour part of my issue I expected one of the following:

• It shows the taskbar with the numbers -> so it unhides the taskbar so it can show the numbers
• It keeps the taskbar hidden but shows the program icons with the corresponding numbers -> so a lite version of the taskbar, instead of showing the full one

Yes, GitHub probably closed this because of "partially fixes #291" in the PR description.

Need also a solution for this since I always hide the taskbar (guess 10-20% of all users do that).

We only did so no number arrows are displayed when the taskbar is set to autohide.
