Steps to reproduce

1. Click the powertoys icon in system tray
2. Select the screen ruler icon from the shortcuts menu which is now open.
3. Screen ruler will now only display behind applications. Using shortcut key (Win+Shift+M) shows screen ruler in front of applications.

✔️ Expected Behavior

The on screen ruler bar (defaulted to top of screen) is visible in front of all applications.

❌ Actual Behavior

Screen ruler bar only displays behind applications. Using shortcut key (Win+Shift+M) shows screen ruler in front of applications.

The Screen ruler bar also appears behind the active application when launching from Powertoys Run.
Interestingly the bar appears on top of other other windows until the focus is shifted to them.
