powertoys already installed even though its not in the system

Steps to reproduce

i had powertoys previously installed but i uninstalled it from control panel on windows 10. I then didn't change anything as i wanted to re-install it, but when i run the installer from github it says its already installed.

✔️ Expected Behavior

powertoys should reinstall as there was no change to the system

❌ Actual Behavior

the 0.76.2 installer is giving me this error

even though power toys is not in the system. cannot see it in control panel nor in windows search
