First of all, there is no clear reproduction procedure and it may depend on my personal environment, so please delete the report if it is inappropriate.

The steps to reproduce it are unknown.
This occurs when the PC is left on for a long time and PowerToys Run is used frequently.
The problem will be resolved by restarting the PC or terminating all Powertoys processes using the task manager.
By the way, when you end the Powertoys process in Task Manager, all other Powertoys-related processes will also end, but only Powertoys Run will remain, so you will need to end the processes individually.

I have noticed a similar behavior. After I've had my computer locked because I have been away it's not uncommon that when I return and press Alt+Space to start PowerToys Run no popup shows. I usually then just start my program using the start menu. Then after several minutes the popup show usually when I've forgotten that I pressed the shortcut for it.
