Steps to reproduce

Disable animations and smooth scrolling in Windows settings

Scroll any powertoys panel.

✔️ Expected Behavior

No smooth scrolling, just like in every other application. The program should respect accessibility settings.

I have motion sensitivity, so for me it's more than just a benign personal preference!

❌ Actual Behavior

Smooth scrolling. Nauscia.

I've tried disabling "Animation effects" on Settings and every application I've tried still did smooth scrolling. Including Windows Explorer for example.
How can I disable "smooth scrolling" on Windows? /needinfo

Settings -> Ease of Access -> Show animations in Windows

It's best to logout and back in, or just reboot. Most applications need to be restarted for this setting to take effect, and explorer isn't as easily restarted as an application is.

I was able to enable and re-disable smooth scrolling in Slack, Outlook, Excel, Explorer and Total Commander. Just as a quick test. I can probably find more applications that properly "listen" to this setting. And bare in mind, some applications have their own switch so you can't verify the Windows setting with those applications.
