Steps to reproduce

Test environment:
OS Build: Windows 11 Enterprise insider preview 23H2 (22631.3296)
Power toys version: v0.79.0

Repro Steps:

1. Open the Power Toys app in the desktop.
2. Turn on narrator.
3. Select the color picker option.
4. Continue navigating until the last link on the page.
5. Observe that after reaching the last link, the keyboard focus is lost after pressing tab.
6. Press the tab key again.
7. Notice that the keyboard focus reappears after the second consecutive tab press.

Note:
This issue is repro throughout the App at every pane.

User Experience:
This issue significantly impacts users who rely on keyboard navigation, users will get confused, and they face problem if focus will get lost.

After navigating to the last link, the keyboard focus is lost and appears on the next control after pressing tab twice.

❌ Actual Behavior

Keyboard focus should not get lost after the last link it should appear on the next control just after pressing the tab key.
