Steps to reproduce

I have tried running powertoys as non-admin user, but regardless of which tools I have active, it ALWAYS prompts me for admin password at startup to run ther powertoys app. To avoid that, I have tried turning off the "run at startup" option, but it continues to prompt me for admin at startup, even though I don't want it to run. To duplicate, install powertoys as non-admin user, go to settings and toggle off the "run at startup" option. Reboot. Log back in as non-admin user. powertoys will try to start and prompt for admin logon. If I click no, powertoys will not start. If I enter admin user/pw powertoys will start.

✔️ Expected Behavior

I was expecting powertoys not to run at startup and only run when I started it manually

❌ Actual Behavior

After logging in, powertoys runs and asks for admin login to start, even though the "run at startup" option is turned off.
