can you try via github (https://aka.ms/installpowertoys will point you to latest release, highly suggest the user installer). I'm betting this could be some odd store quirk. /needinfo

Actually, shortly after reporting this problem (probably the next release or 2 releases later), this bug was completely fixed.
Both store app and standalone installer from here works absolutely fine.
