Steps to reproduce

  1. winget install --id=Microsoft.PowerToys -v "0.80.0" -e --scope=machine -h
  2. Enable "Always run as administrator" and restart as admin.
  3. winget upgrade --scope=machine -h Microsoft.PowerToys
  4. PowerToys started as user instead of as admin.

✔️ Expected Behavior

PowerToys should be started as admin after upgrade when "Always run as administrator" option enabled.

❌ Actual Behavior

PowerToys is started as non-admin after upgrade when "Always run as administrator" option enabled.
