Steps to reproduce

The bot comments missing open issues that are very old.

For example issue #32600: The issue we deduplicate against is #26. But it is not listed in the bot comment.

I saw this behavior on other issues too.

✔️ Expected Behavior

The open issue is listed

❌ Actual Behavior

The open issue we dedup against is not listed.

Additionall information: This does not happen for open duplicates with higher numbers.
