Description of the new feature / enhancement

Add a group policy allowing to run PowerToys at startup
Example : Run at startup (User can choose, On, Off)

Scenario when this would be used?

When admins use ADMX for apply group policies

Supporting information

This had already been proposed by @Aaron-Junker
#14008
