Steps to reproduce

1. Launch Powertoys Run,
2. Type Terminal (the Windows Terminal App),
3. Run the Terminal App as administrator by pressing Ctrl + Shift + Enter.

✔️ Expected Behavior

One instance of the Terminal App in administrator mode.

❌ Actual Behavior

Two instances of the Terminal App, one in administrator mode and one in normal mode.

I've had this happen multiple times with this PowerToys version as well as a few previous versions. However, it seems to only happen once per "new instance" of PowerToys (i.e. it happens the first time, but not the second time, but then if I quit and start PowerToys it happens again). However, in my case both instances of Terminal are in administrator mode.

Not sure if it this is related, but I also noticed that if I subsequently move the Terminal window, FancyZones is activated (as if I had kept pressing Shift). I tried disabling FancyZones, but the double instance Terminal issue persists, so this might be a separate issue.

Experiencing this issue as well
