[AlwaysOnTop] Not working on Parsec window

Steps to reproduce

Start Parsec, focus the window, perform shortcut to activate AlwaysOnTop.

✔️ Expected Behavior

Sound should be heard of feature activating.
Window border should appear, indicating activation of feature.
Window should stay always on top.

❌ Actual Behavior

Nothing happens.

Additionally, used PowerToys.StylesReportTool.exe to generate the following file for the Parsec window, hopefully it helps finding the reason why it doesn't work!
