PowerToys UAC screen can come up on "We're getting things ready" screen

Steps to reproduce

1. Have PowerToys always starting as administrator
2. Start a Windows update
3. When the PC is shutdown during the update change the hardware, so it changes the security config (In a way Windows will forget UAC access for PowerToys)
4. While being on the "We're getting things ready" screen, PowerToys UAC will pop up
5. This will start "explorer.exe" while the update is still running

This shouldn't happen. I will look if I can reproduce this.
