if I don't run it as an admin it gives me that screen but if I do run it as an admin I get a bunch of errors and I can't open PowerToys

Issue

I am having the same issue.
I wanted to update to 82.1 from 82.0.
I can not uninstall 82.0 (either manually or by running the 82.1 installer)

• I get the following error:

can not find:
'C:\ProgramData\Package Cache{9E31A34D-7CB8-4D3C-8A4E-88B0B73C314D}v0.82.0' 

• I also get the same error when trying to do a repair on 82.0.

Solution

I followed the instructions on the Powertoys home page to extract the msi
and placing it in the folder in the 'Package Cache' with the correct name.

• Extracting the MSI from the bundle
  Make sure to have WiX Toolset v3 installed.

I just run the Windows Disk Cleanup program occasionally but no other cleanup program.
