PowerRename does not appear in Windows 11's default context menu

Steps to reproduce

1. I right clicked a folder
2. Apps that relies on the new context menu on Windows 11 don't show up (which is apparently a normal behavior)
3. Right click the folder again and apps like Windows Terminal, Winrar show up, except for PowerRename

✔️ Expected Behavior

PowerRename should appear in default context menu on Windows 11.

❌ Actual Behavior

PowerRename doesn't show up in default context menu at all. I had to use the extended one.

Does it still missing after rebooting?

I did reboot my computer and restarted PowerToys, PowerRename still doesn't show up in the new context menu.

Note that the attached report is still showing 0.81.0 version of MSIX for context menu packages even if user is on 0.82.1
