PowerToys App triggering error.

Steps to reproduce

Initial install works and features are working fine. When I shut down the computer the app gets the pop up "Contact your system administrator for more info." I have contacted our local networ engineering team and the don't block this specific app. Had the same issue with bing wallpaper app with similar response that app is not blocked. Now the bing wallpaper app is working fine.

✔️ Expected Behavior

App should launch and remain functional after Shut Down and Restarts. After Restart the app does not open.

❌ Actual Behavior

App launches with restart but is not functional. Power Toys apps don't work.

Is that your correct username? Does it work if you Exit PowerToys and then restart it? Wondering if PowerToys might've been installed through other user or something is bloking you from running Applications out of local folders like %LOCALAPPDATA% .
