Expose Workspaces to PowerToys Run

Description of the new feature / enhancement

PowerToys Run displays Workspaces with names matching the search query. The default selection behavior would be to launch the Workspace.

Scenario when this would be used?

Launching Workspaces would be faster versus launching the Workspaces Editor and clicking "Launch" each time. This is especially useful with multiple desktops and Workspaces for each desktop.

@Ephs05msm a quick workaround that isn't "official" support -- if you create a desktop shortcut, the workspaces .lnk file should show up in PT Run search.
