Description of the new feature / enhancement

This would be an overall enhancement to PowerToys that detects shortcut conflicts...

• Between PowerToys utilities
• Between utilities and other installed apps
• Between utilities and Windows shortcuts

Scenario when this would be used?

This is useful for knowing when shortcuts don't work when expected :)

This should take into account situations where the shortcut conflicts with a keyboard-layout dependent key combination e.g., Ctrl+Alt+something that is equivalent on some keyboards with AltGr+something.
