Steps to reproduce

Attempted to install PowerToys as Admin and received a popup message that it could not be installed as the previous version must be uninstalled first. I tried to uninstall PowerToys with Control Panel - Programs and Features and got the same popup. I then used Iobit Uninstaller to remove it and all residual files, then rebooted the PC. The same error window came up when attempting to install PowerToys 0.87.1 and 0.87

✔️ Expected Behavior

Expected PowerToys to update as usual.

❌ Actual Behavior

Unable to update or install PowerToys

Looks like there might be an machine-scope installation. Can you please try installing 0.87.1 machine-scope? That might override whatever is in there that didn't clean up first. Does this help? /needinfo

Machine-scope means for all users, which requires admin permissions. This is probably what you got now.

Vs. user-scope, means for current user only. Which does not require admin permissions.
