Add accent character for Czech Č

Description of the new feature / enhancement

I don't see a way to insert this character: "Č" as in Karel Čapek.

Scenario when this would be used?

Using Czech vocabulary.

This character is used in at least a dozen languages: Č - Wiktionary, the free dictionary

I believe the 'Č' character is already included in the Quick Accent tool.

If you invoke the quick accent using the "Shift" Key, then the 'Č' is available

I am currently using PowerToys Release v0.87.1

Example: Shift Key + c + 'Quick Accent Key'

@cinnamon-msft Thanks Kayla. I left a comment earlier today with what I think is a possible solution. I will do more research and see if a PR is required. I will keep the issue (#36670) updated.
