Zones not always activated when the mouse isn't moved

Steps to reproduce

• Have an application window, not docked in a zone
• Left-click the mouse on the titlebar of the window
• Move to a zone
• Right-click to activate the zones
• Release the left mouse button to dock to the zone

✔️ Expected Behavior

When right-clicking I expect the underlying zone to activate

❌ Actual Behavior

Sometimes the zone doesn't activate and won't dock to the zone.
I then have to move the mouse or wait to activate, then the docking works.
