DSC v3 support in PowerToys

Description of the new feature / enhancement

I'd like to be able to use PowerToys as a DSC v3 resource to configure PowerToys so I don't need to use the PowerShell module. DSC v3 will be added as an experimental feature in WinGet and PowerToys would be a great test case.

Initially, I was thinking about getting the ability to enable/disable and configure couple of features I use most often like "find my mouse", and the new "zoomit".

Scenario when this would be used?

When I am running a WinGet configuration, I'd like to be able to not only install PowerToys, but also have it configured (without the need for a PowerShell Module containing DSC Resources).

I chatted with @crutkas about this. I think the current DSC v2 implementation is using reflection in the code, and we want to avoid that due to AOT challenges. I think we also have folks using the v2 resource so we probably want to update that resource to call into the v3 implementation to give folks an example of that as well so existing configurations don't just "break".

I'd love to see this start simple like enabling "find my mouse" and then go after the settings. Maybe the new zoomit and its settings would also be nice.

If we solve for one we solve for all here. I think the v2 could be a good entry point. I would like to see how this would work dynamically like the DSC v2 system did but without the reflection code that causes AoT issues. Where are base line and more complex examples for v3?
