Description of the new feature / enhancement

WinGet Configuration file naming and location guidance has been updated:

WinGet 1.10 was just released and the single "UAC" functionality is enabled for WinGet Configuration files.

That means any resources that need to be run elevated can be decorated with "securityContext: elevated" under the directives for the resource. A user should be able to run the file as a "user" and they will get a UAC if anything requires elevation.

Scenario when this would be used?

Getting a new developer set up for working on PowerToys should be as easy as creating a fork, running git clone, and then running winget configure <configuration>.
