Steps to reproduce

I first tried to create a key map from Co-pilot key to Ctrl (Right) with:

but got a warning at save:

And mapping is indeed ineffective, then, inspired by this comment from another ticket: #38358 (comment), I added following shortcut to map Co-pilot key to Ctrl (Right):

And while it works for usual Ctrl stuff in some application I tested in (Ctrl+C/X/V), it does not work on VirtualBox, for which Ctrl (Right) is the host key combo and it just does nothing (for example Host+C just prints c). I also tried to remap host key combo in VirtualBox, but pressing Co-pilot key with mapped shortcut leads to weird behavior, when pressed I see briefly appear right control then on release it is Windows left, and sometimes a MAJ (shift) appears, here I press/release key quickly:

It then seems shortcut mapping is partial or broken.

✔️ Expected Behavior

We can remap a single key like right control or alternative with a shortcut works.

❌ Actual Behavior

We cannot remap a single key like right control and alternative with a shortcut does not work.
