Steps to reproduce
Open PowerToys Keyboard Manager.
Create a remapping:
Trigger: Win + Shift + F23 (Copilot key)
Action: Ctrl
Save the remapping.
Open a normal application (for example, Notepad) and press the Copilot key. It works as expected.
Open an application such as Administrator PowerShell, Git Bash, or Task Manager.
Press the Copilot key. it presses windows instead(and maybe some other keys that aren't noticeable).
✔️ Expected Behavior
The Copilot key should be remapped to Ctrl in all applications. all times.
❌ Actual Behavior
The remapping works in normal applications, but not in some applications. In Administrator PowerShell, Administrator Git Bash, and Task Manager, pressing the Copilot key behaves as if the Windows key is being pressed instead of Ctrl.
It looks like the original Win + Shift + F23 shortcut is being processed before Keyboard Manager can apply the remapping.
