[Bug report tool] Improve the UX

In 0.31 we added the sys tray icon context menu item to run the bug report tool, that creates the .zip file on the desktop, but the user is left there without providing instructions on how to report the bug.
We should add a dialog box to allow the user to click on a button to open a new github issue.
We should also investigate if it is possible to auto-upload the .zip file to the new issue.

If we are going to add the bug report tool in the start menu I think we need at least to tweak the dialog with detailed instructions and GitHub link.

Not if we can do something to attach the zip since is basically a drag and drop.
